English is a rich language. There are however limited combinations of words to approximately express ideas and concepts. Wenn's pbuttt, kann ich versuchen mich auch gegebenfalls weiter auf deutsch auszudrcken.
If I say or write something, it's not because I'm parrotting.
If it happens to look like what others are saying, then that's an inevitable result of the limitations of written-spoken language. There are things in my head that I cannot express in written-spoken language without being consciously ambiguous or imprecise.
I don't expect others to be different in that respect.
Everybody has a unique amalgam of values, concepts and ideas. The "common" language is used to express those individual things; so some approximation is inherent. For those whose dominant thinking is in written-spoken language; the individual's approximation of the language is restricted by language.
IIRC, most simply wanted the war to stop. Except arms dealers and those developing weapons who wanted full-scale testing of their new "toys".

The difference may well be that they are using the phrase for political means and mayhaps not to espouse their own policy.
