There's a curious habit of never finishing something. I saw it in Egypt, too. I never figured out if it's cultural (without a religious aspect) or something else. This isn't unique to the Middle East. I saw similar things in Russia, IIRC, Leningrad.

From what I've read, buttasins didn't target regular people. The rulers they did kill was a religious duty. It had to do with who rules over Islam.
