Since the paragraph you're replying to is clearly and explicitly regarding private property, I wonder if you have a valid point to make or if your definition of legal includes those perverts with cameras on their shoetips (on public property) et al.

Private companies operating on their private properties aren't governments (yet) though quite a few of them are trying.
By itself, that's not a bad thing and doesn't necessarily mean that crime is everywhere.
They did something weird up here: piping clbuttical music into "hot spots"; no idea if it's working, but it can make for rather surreal commuting.
I'm not particularly familiar with the term "straw man" which you are apparently referring to; Don Quixote's windmill?
Do you have another analogy that fits the scenario you paint... perhaps "hospital" or "nursery school"; I can't imagine that being much if at all better than the "prison" analogy.
