Private companies operating on their private properties aren't governments (yet) though quite a few of them are trying.

By itself, that's not a bad thing and doesn't necessarily mean that crime is everywhere.

They did something weird up here: piping clbuttical music into "hot spots"; no idea if it's working, but it can make for rather surreal commuting.
