As I see it the cigarette lighter device has HDL (Hardware Definition Language) that says (for exampe) PDP 10 and HSL (Hardware State Language) that describes the current state of the PDP10. The thing it plugs into must have HDL and HSL interpreters or compilers so that the virtual environment described can be run.

Crafting HDL and HSL so that they can be implemented easily and efficiently on just about anything is perhaps a bit of a challenge, especially given that it is important not to impose limitations on the virtual hardware that can be described. Then of course there is the little issue of the cigarette lighter describing something beyond the capability of the real hardware it is plugged into (like for example a terapixel holographic display).

Sure - provided there exists at least one available piece of kit with both old and new interfaces *and* the user takes advantage of it before the old interface becomes unavailable.

I was thinking (in terror) more of the sort of process that turns remote procedure calls into something as messy as SOAP.

Definition I don't know about stuff like that but I can certainly see how this idea is going to be necessary if a person has to plug in his health...

Standards committees are unfortunately not composed exclusively of bit gods - remembering earlier discussions about the formula for deriving the intelligence of a committee. A team of two or three inspired individuals could probably pull this off - a committee of thirty empire builders could ruin it terribly.
