I don't know about stuff like that but I can certainly see how this idea is going to be necessary if a person has to plug in his health care chip in order to get any medical care. The chip cannot just be pure data (even a pure data chip poses context problems). Traveling from point A to point B is going to involve a chip that can be read-written in all flavors (as time and softhardware evolve).
