It is sensible to increase emphasis in economics, history, advanced physics, biology etc after you have bootstrapped a country to wealth through mbutt production of engineers. But you cannot get away from the math. Any subject worth to be named a science is math intensive with abandon.

None of the organisations I have worked for would have even considered the possibility of retaining such a person. OK, for enlisted officers there is the small difference that they must keep them somewhere, but they are relegated to the most menial, boring jobs available with zero career potential. Like having a Major handling the clothing stock in a boot camp.

I get a stronger and stronger indication that there WAS no management at DEC, the whole organisation was just drifting along. That worked as long as it was smallish and conciencious engineers ran the show from the bottom; but disintegrated along the way. The fate of DEC has puzzled me for a long time; and this may actually be a credible answer.

The low castes are far fewer than 80%, more like 30%.

You make the same error here that outsiders do when they refer to the US: India is a whole civilisation and continent by itself; and contain enourmous variation within. Theyhave modern Bangalore and Mumbay, and dirt poor Kerala within a day's land travel from them.

India and China both have around 4x the population of the US, and Japan and Russia 60% and 45%. That Japan can outdo the US in engineer production tells a lot about the US and the decline of education. From being the undisputed world leader in all engineering diciplines around 1985 it has gone to be a me-too participant.

Even students from affluent Norway go to Bangalore to study engineering. This should ring loud alarm bells in the US.

We see it in the immigrants. They want their sons and daughters to be an engineer, doctor or lawyer.
