Nah... they just reduce the speed limit so that the pile-ups are "safer".
There's also the matter of them lounging in the driver's seat, totally unprepared to apply sufficient force to the brake pedal to get more than about 50% of braking. Although the car may be capable of 1g "stopping power" most people behind the wheel will never be able to achieve that quickly enough in an emergency because they are not in a position to do so. The median is more like 0.6g; equivalent to drum brakes on skinny cross-plies. Car makers are being forced to try to compensate by introducing "brake buttistants" that detect the rate at which the pedal is pressed and then non-linearly boot the brake servo ratio to achieve reasonable stopping power more quickly. The result is that cars are getting smarter than the people at the wheel. -- "Bernd Felsche - Innovative Reckoning, Perth, Western Australia ASCII ribbon campaign "Laws do not persuade just because X against HTML mail they threaten." and postings Lucius Annaeus Seneca, c. 4BC - 65AD.
