Of course it was intended to apply. As Lynn Wheeler has pointed out elsethread, there seemed to be an academic bias towards supporting process local paging where most commercial OSes used approximations to global LRU.

AFAIR the complaints were not generally against consolidation, but end of a short sighted strategy that alienated many existing customers by making them look stupid to their management for having bought DEC: drop upgrades and enhancements for mini and mainframe lines, offer systems that provided no more performance than an 11-70 until the 8000 series came out five years later, support backward compatibility with a real time OS but with interrupt latency that prevented it from being used for much of that work, etc.

Sales seemed interested in taking orders only for VAXen, and actually argued against purchases of 11s and 20s!

So growing customers had to look elsewhere for a forward path, unless they had locked themselves in with extensive investments in DEC hardware or software, and could not afford to get out.

By the time Digital made its official announcements, some large multinationals were already executing plans to bite the bullet ASAP, by dropping support and maintenance where possible, and replacing existing systems with systems from other vendors which either had long term futures or were widely portable.
