My only comment is the lack of knowledge about who-when and where. Things are slightly backwards but I don't want to go through them again.

The earliest reference to this expansion I've seen comes from around the time of version 5 of the PDP-10 monitor, as a (re)naming. Your end date as a Tops-20 sysadmin...

The point I will try to make again is that, if a person, who we shall call Mr. X, works on one operating system to implement a thingie, and, after this ships, he is buttigned to implement the same thingie in another OS, he is not going to rewrite the functional spec, design spec and other docs just to make it "different". Mr. X will go to a DECUS and present all the info about the thingie. The customers and other developers in the audience will hear about the thingie, think the concept is a good idea (we tried very hard not to do bad ideas), and implement the thingie in his OS.

Perhaps, and it makes equal sense. However, perhaps not all parts of DEC were on the same page. I...

Oh, yes. The poster has no idea what timesharing system is. This is clear because he has a knowledge gap about the tradeoffs developers have to do when they write code for a timesharing OS.

RT was short for Real Time. Real time is the thing that gets dropped when doing timesharing.
