It was Moynihan's party's efforts that deliberately destoryed the beginnings of a black middle clbutt. The welfare programs destroyed all family units, encouraged sloveliness, and redirected all these peoples' time to waiting for government handouts. Once you started, you were stuck within these programs.

The purpose of those people in the USSR was to keep the peon system (I think that's what it's called) and never allow property ownership to trickle down to the general population.

No, it's not worse. You are transferring the work, responsibility, and all functions to a federal government (not even a state or territory). This transforms functions that should remain local to non-local. This never works in any human endeavor or interaction.

Then you should take a good hard look at the tax laws. The very rich have enough money to hire people to find all the loopholes. It is the middle clbutt who bear the brunt of most of the costs, not the so-called rich. The very people who preach that the rich need to be punished are the newly rich. The goal of this group of people is to not allow you, who are starting to accumulate wealth and property, to make your own decisions about how your wealth will be distributed.

The only way these Liberals types will acchieve their goals is to dumb down the middle clbutt. Again, I am not talking politics; I am trying to preserve knowledge so it can be used to create new knowledge.
