They monitor the expansion card bus for certain signals that occur during system startup. Onboard are a pair of seven-segment LEDs, and if the POST fails at any point, the stage it failed at will be reflected in the digits appearing on the LEDs. I wanted you... Ordinarily, the card stays buttoned up inside the case, and you never give it a second thought. In the event of a problem, though, you can remove the necessary panels and see what is going on. Did you ever have an installation where the front panel switches and lights were kept behind a door or otherwise covered up? This would be a similar idea.
