Thats still not really helping. It does prevent people from easily writing software for the OS, but it does exactly nothing to prevent bugs in the compiler or emulator or whatever from trashing...

The original IBM PC had very few constraints imposed upon its design. It was a totally new machine, and no software compatibility was expected. There was a general feeling it should look and feel like a CP-M box, but this was no constraint and IBM did not pursue CP-M past an initial brush-off.

The constraints on PC usage were similarly lax. Full specs and circuit diagrams were published. There was no guarantee it would be good for anything. Users were to decide. It might have been set up for failure.
Certainly some. But no where near as many as bought PCs.
PCs were bundled with MS-DOS as a licencing move. Many different OSes were available by 1994. OS-2, FreeBSD and Linux. Why would you believe that it would take 6 months?

For a "personal" Computer, the two are closely intertwined. The computer is a tool. What tools do and how they are used varies. The PC was never intended to be a mainframe.
