Meanwhile there's all that lovely money gaining a couple of cents of interest. Pennies add up. Of course there is no way to prove criminal intent. How are you going to prove it as long as the behaviour is never repeated? It doesn't matter if it is criminal action. It takes time to address this and try to enforce a correction. Lots of time..years and decades. These people do not think long term. In fact, I think they are incapable of it. That's not long enough. All things are on hold if Chapter 11 is declared, is it not? A declaration can last long enough to never make it into criminal courts. I can of this; and I can't think like a crook. Just imagine what they are doing. If money is deposited from out of state, it takes 5-7 days to "clear". winscape 2382 But only if you fill out a form and the offenders can find you. And they do not try very hard to find you. The... I don't know if they're bought off. This doesn't have the feel of corruption yet (that is only a matter of time as the old people are replaced with young people). It certainly has the feel of the tail wagging the dog. Just look at our problems with identify theft. All the work of cleaning up the mess is the responsibility of the person whose ID was stolen. Banks, a.k.a. credit-debit card sponsers, blithely ignore the fact that signatures are no longer legal tender approvals. I just said this wrong, but I can't think of a better way to express it. winscape 2380 As I say, you need better legislation. If you do an oops, here you have three days grace time, and then you pay interes. Not paying... Now, is this new behaviour? I don't think so. But what has changed is more people have opportunity and each of these people can do a steal a gazillion times-second than once or twice a year. Computing has increased the hits to more people.
