It doesn't. But it's an FAA requirement that all pbuttengers be identified. I don't know who came up with that government-issued photo ID bullpoo, but with $2,000 I can go to Tigerdirect and buy a nifty plastic card ID creation set, complete with color photo printer and mag stripe writer.

My plane ticket is bought via a Credit Debt card, over the phone. I show up at the check-in counter and my driver's license looks exactly like the state issued it, including that hokey hologram on the front. The mag stripe even verifies the information on the front of the driver's license. So does this make either me or my fellow pbuttengers safer? Or maybe that fellow next to me with the dark skin, black hair, and the ID that shows a hispanic name is really a Muslim, with a dozen of his buddies aboard?

ID's don't do squat. Not in this world, with today's technologies. And even when the fedgov forces that idiotic national ID on us, counterfeit ID's will be available within 30 days of the fedgov releasing the specifications of the national ID to the states.
