Of course it is. The security model (being kind) is a bolt-on with duct-tape from the "pre-network" thinking Windows was built on. They never did it right, it was too painful, so you live with that legacy today, and will continue to do so with vista.
Sure, that is part of it. But there are fundamental architectural problems with windows and its lack of security that are not there with OS X. Sure, it is possible to write malicious code for any platform, but some make it easy, and some make it difficult.
