Which is why I specified they should be elected by people in the relevant fields. That is, everyone working in the IT field votes to elect a panel of 'IT reps' who are official advisors to the government.
Or they could even elect people who have direct power over a governmental agency which makes and implements IT decisions. You could staff up the entire governmental bureaucracy that way, with people who have knowledge of different fields voting for people to represent them in government. Then have reps elected by the population at large who apportion funds between the agencies, as a check to make sure your government IT agency actually serves the needs of the country, not just IT workers.
This is a fairly radical departure from the current system, I admit, and I've got no real idea if it would work... but it does seem like a way of dealing with the fact that the people who run the country increasingly need specialist knowledge. And the idea of electing people to represent certain fields of knowledge doesn't seem inherently any more problematic than the idea of electing people to represent certain geographical regions, really.
