"Anyone calling within the Continental U.S., Hawaii and Alaska can cast their vote by telephone for their favorite comic. However, voting is currently limited to five calls per originating telephone number, which simply means that when dialing from one telephone, there is a current limit of five calls allowed. The producer reserves the right to change the limit on the number of calls that may be made from each originating telephone number, in the producer's sole discretion. Any such change will be available at www.nbc.com."

and later on, it adds:

"Voting from pay phones will not be allowed and will be blocked."

They also list the rules for online submissions in this 'contest', and it is as interesting for what it doesn't say as well as what it does. There's at least one loophole that's relevant to the context of Josh's contest, and I'll give Josh $2 if he can reveal here within 48 hours the one I found.
