Yes, it does in the most recent packages. However, it gives almost full access (AFAIK) to processes, which isn't good enough. Windows users used to throw out implications that Mac software that didn't automatically permit everything the user tried (like moving a file, replacing files in use, even opening system files) was like Apple trying to baby-sit, and hiding secrets from users. Today a system isn't even considered safe unless it has an active protection of it's most critical system components, and that makes sense. It's not about hiding stuff from the user, it's about getting the technical bits out of the way. (And the implication is made completely invalid since the parts can all be handled with the proper steps -- steps which themselves imply some knowledge about what to do.) I don't understand the people who argue that computers need to provide access and technical freedom to all components. For almost all of us, the computer is a tool to do work, communication, creativity -- not a hobby for programming or engineering or even customizing.
