The registering is done by a number of different enbreasties. Both parties can and so send out people who can register voters. Some of the non-partisan groups also do that (My Mom did that a bunch back in the day under the ageis of the League of Women Voters). Schools may get some of their people involved and get the okay to become registrars. Etc. etc. etc. These registrations are then sent to the election boards and added to the rolls. (The process is sorta oversimplified but not by that much) Letter are sent out at intervals. Those that are returned as non-deliverable are then removed from the rolls. Both parties howl like Banshees about how people are being disenfranchised and the Election Boards then remember why they hadn't sent letter out for awhile and don't again any time soon (g).

Kurt Ullman The registration is done by the county registrar of voters (might be called different things in different states). However...

We have cutoffs for registration. It has only been recently that there has been a requirement to show picture ID to vote and certain parties even when ballistic over that.
