There's a number of possible reasons for this apparant contradiction.

An 8-12 inch increase over 100 years is less than one inch every 10 years. In those 100 years rebuilding and redevelopment at your naval shipyard would mask any rise in sea level, in other words nobody would notice, or if they did they'd likely buttume a previous measurement error. Tides mask these long term changes anyway.

Land tilts. For example, south east England is tilting down into the sea, Scotland is rising up, partly as a "bounce" effect from the melting of the ice of the last ice age.

These factors mask the slow sea level rise of the past century. They won't mask the rapid rise in this century.

Look at the overwhelming evidence for global warming, and don't listen to that latter day King Canute in the White House.
