The same engine, yes. Totally different games. Not only does DOD:S use HDR in most (all?) maps, which CSS doesn't. DOD:S maps are also larger. One of the links you posted was from a guy that got great FPS in HL2-CSS but bad in DODS - how is that if they're identical, Brian?

Run a pbutt at the video stress test in CSS and HL2:LC and give me your numbers, and I'll do the same. Heck, I'll give them to you now:

CSS Video Stress test: 1600x1200 Max everything 6xAA 16xAF Reflect all

Average FPS: 129fps

HL2:Lost Coast Video Stress test: 1600x1200 Max everything 6xAA 16xAF Reflect all Full HDR

Average FPS: 97fps

This is on my X1900XTX system, not my Dell laptop.
