Here, Finder uses 30 MB for 3 users, according to Top.

OS X is snappy even on my Cube, 500 MHz G4. Safari running has no impact. In fact, Safari and iTunes are both using 0% CPU when just sitting there, and a combined 40-50 MB of memory. There is something wrong with your setup and you might be running a 3rd party application that's hogging memory.
