No, Apple wants to provide a platform that is useful out of the box, whereas Microsoft has to be careful to not pee off their OEMs that make a lot of money on the sale of each PC by bundling in demoware to do things that Apple gives you for free with the purchase of a new machine.
They think a 'please buy me' version of a media player installed by Dell is better than Garage Band and-or iTunes. IOW, the target audience for windows boxes don't even realize they are being hosed.
