As an aside, 'cosmic rays' covers a range of extremely high energy electromagnetic waves. The rays spoken of in the article are those we can measure, which impart their energy to the devices we use to measure them, or more importantly to the CPUs and memory chips discussed. There are also higher energy cosmic rays that we cannot measure. Some are so energetic they can pbutt through the planet. At least this is the theory I was told way back when I took physics. It is the relatively lower energy cosmic rays that are of concern in circuitry.
