The clause says states can't make anything other than gold or silver coin a tender in payment of debts. In other words, Idaho can't start printing up IdahoBucks and using them to pay people.
The clause says absolutely nothing about states merely *using* non-gold-non-silver tender created by some other enbreasty, such as the federal government, in payment of debts.

Your apparent reading of the clause is, for lack of a better word, nuts. Among other things, even in the era where gold and silver coins still circulated, it would have made it unconsbreastutional for states to pay anyone using pennies or nickels.
The enumerated powers of the federal government, as I'm sure you're well aware, do not consbreastute all of its power. As I've already noted, the idea of banning paper money in the consbreastution was considered when it was being drafted, and rejected. The people who made that decision knew full well that if paper money wasn't explicitly banned, Congress would have the power to create it.
Yes, it's also a matter of historical record that some of the founders were extremely wary of paper money. But the personal feelings of the people who wrote the consbreastution have no force of law.
