Waiting for memory prices to go lower than $15.00 a megabyte.

64 bit computing uses memory about half as efficiently as 32 bit computing, so The 1 gigabyte of Ram currently in your PC would have had to have been 2 gigabytes, at a cost of $30,000 at the time.

Microsoft was smart enough to not care about a PC market that required $30,000 of Ram installed. The number of such machines numberd in the dozens to hundreds at the time.

Actually no one cared to build a 64 bit Intel like CPU because there was no real demand for them... There still isn't. Few applications require a 2 gigabyte address space. A few do, but none that run on PC's.
