The work office has six 25 amp 120 volt circuits, (three on the east wall, three on the west wall two circuits per phase) there is also a 60 breaker panel in that room, along with eight, 60 breaker panels less then 80 feet away on the other side of the briefing room. And then the 277v lights though out the facility as well. There is a six foot plenum with empty 4" conduit in place for future wiring. When I said its a new pull so it didn't matter what voltage the line was that needed to be pulled, I was telling the truth. If the 220 line is $5 a foot more, to pull, it doesn't matter. As for capacity, This is simply a fall back plan if we are unable to tap into the 50,000KVA UPS in the dispatch center up stairs.. Which offers ether 110 or 220 as well.
