Can a faulty PSU result in a dead MB e machines e390

An elderly neighbour has a problem with an e machines e390 PC and I am attempting to help her but I would welcome some advice if possible

When I collected her computer, it was completely dead and I established that the PSU was no longer working

I have replaced the PSU and now there is life in her computer - but only just

The CPU fan is not working and there are no beeps etc from the machine when it should be booting up. The power light on the front of the PC is illuminating but there is no evidence on the monitor that the bios is loading or that the hard drive is working.

The monitor runs a self test and returns a message "Check your PC and signal cable Monitor is working"

This is not much use as it returns the same message even when the monitor is just plugged into the mains and not connected to the PC

I suspect that the motherboard is now dead but I know of no way to confirm that

Could the PSU have end the board?
