I was able to find work in India before offshoring picked up and think I can -after compebreastion from other countries heats up. Im not ruling out that better engineers elsewhere will show up. But unlike americans, I don't think it can be legislated.
I believe and agree with you that offshoring is a net loss for the american working clbutt -not sure if that is the same as the US economy. I just don't agree that it can be legislated -or that employers are bound by a social contract to hire americans first and only if that fails, to send jobs overseas. Its their money and they can hire whosoever they like -as long as its not funded in some way by the taxpayer.
you have said this many times before, but I suggest you look into whether shareholders approve-disapprove of offshoring. Don't tell me they aren't ware of it -they have shareholder meetings to discuss such things.

snip If jobs are hard to find, mexicans will go where the job takes them, including back to mexico. That is what is happening to many s-w engineers turned green card holders in the US. I know people who have returned for the above reason. The US govt has a requirement that before changing status from green card holder to citizen, you need to stay 5 yrs in the US (citizenship is a must for social sec payments if one is not present in the country). If that requirement is waived, then a lot more will leave US for India.

They are hiring big time in India, Israel and Russia.
If the country is not viable for industries to survive, then americans could look at relocating to countries where the jobs are moving to.
