You are actually headed to a hypothetical communist paradise which your govt spent a lot of money in destroying. Fraudulent research happens both in govt and private sector. Govt has more money to spend on financially unviable research and profit-making companies are constrained by market forces not to emulate the former. There are greater rewards foi doing research in the private sector if it adds to the company bottom-line, but the same may not hold true for taxpayer funded research (though coming up with a well-acclaimed idea can get one more grants -but that is also subject to politics). I read an article in an ACM magazine which said that most fundamental ideas in CSE came in the first half of the century and the second half just improvised on those from the first half.- and that justifies my claim that if someone says the industry belongs to him and is still working, he couldn't have contributed anything significant and is just trying to do away with the compebreastion. What they want is a free ride based on citizenship or being anglo-saxxons -if not that, at least on the basis of their skin colour. They would be happy if they can get it -but Im not sure how long it could last. Sooner than later, individuals will have to be content with a std of living that is financed by one's productivity and not by one's political-racial affliations.
