This can actually a very good thing IF the money are not diverted to greedy large corporations.

The gov. must finance their own research centers, and once a discovery is made be involved into technology transfer toward small businesses signing an non-offshoring agreement for a couple of years.

If large companies are allowed to receive these funds, this will be just another giveaway to the lazy rich and provide them funding to offshore more research jobs.
