Is easy to say things like "are not cost-effective" without having any clue what you are talking about. Why not combine this with extended unemployment insurance ? If an engineer lost his job, after the unemployment insurance expire you ask him: "If you want to keep the unemployment benefits, you should enroll into a PhD program". Yes, it will cost a lot. But maybe not as much as the braindamaged tax cuts. And while tax cuts are invested into offshore research and development facilities to accelerate the US job lost, by this you invest at home to accelerate job creation. Beside teaching, it is required the student to be interested to learn. What motivation have an highschool student to learn engineering or science when his parents are unemployed former scientists or engineers who lost their jobs to Asia ? And now, scoop poop for a living ? To gather the interest of kids they need to see that you can get a decent living with math and science. Right now they see only pinpointed CEOs and rich idiots asking scientists and engineers to work for a bowl of rice per day to compete with third world countries.
