They are concerned in the sense that thus is what they want at the negotiating table. The WTO is a muilti-lateral negotiating table. Every country has busiensses which bribe politicians to fend of overseas compebreastors. If US busiensses want the govt here to remove tariff barriers-then the govt expects the above from the US.

yes -but every country plays on its strengths on the negotiating table. the US has finished goods to export, and India has services to do so. If a country doesn't extract its pound of flesh, that will increase the deficit of the country.

If the capital to employ americans belongs either to the US govt or to the US voter (or taxpayer), then it is indeed THEIR job. if it is private equity -whether or not they can afford to lose it, they do not have the means to legislate its usage. Private equity almost always gets deployed to incur the bets possible return on ivnestment -regardless of whom it benefits. So, fi you don't provide the best ROI to private companies -you aren't going to get the job.

Hard to say. But what is clear is that the situation on the negotiating table isn't one of powerful countries arm-twisting weaker ones. If industrialized countries want market access, they will have to open their doors to workers from leseser industrialized countries.
