It took about 10 years rise the wages of the engineers in Russia (I am from Eastern Europe, not Russia). My current company in Asia likes to hire russian engineers, because they are well educated, have brain and cost cheap. Not anymore. The price has gone up. 2-3 years ago the company had to arrange for tax free status for foreign researchers and engineers to attract more withour rising the salaries. Now I start to see guys from India, but still very few. Chinese mix with the rest, so it is difficult to count them... ;-)

Keep in mind, that there was a huge number of russian engineers, mostly related with military projects who lost their jobs after the end of the cold war. It is over. They found jobs. The same will happen surprisingly fast in China and India. The price of maids is not exactly relevant for this. The good maid does need to study 10 years to get PhD and does need brain.

Another thing to do about India is to look into cast segregation there. I hear that the labor price there is kept artifially low, because the low casts don't have the same access, as the high casts. This is the question of human rights which may also be used to lower their competivness faster.
