When govt pays for employees' checks -you can mandate that it should be "for the greatest good of the greatest no. of voters". When private equity pays for the salaries -there is no such legislation that can be perpetuated. If govt tries to legislate that employers hire unproductive manpower when cheaper and-or better manpower is available outside the US -they will tell the govt to take a hike and hit the exits with their capital. As leslie proved it to you -yes. Indian industry is adapting to foreign compebreastion pretty well -and the govt is doing a phased opening up of the economy. It is in this context that tariffs are relevant. If US govt slaps a huge tax on offshored work -what will happen to american companies that sell goods in India? They will be severely impacted by retaliatory tariffs. China has a problem with freedom and working conditions of labourers. But the same reaction may not apply to India vs rest of WTO.
