In India, we have had the same thing and as such the WTO is all about protecting corporations than anything else. When the country signed a deal and became a member of the WTO -it put itself into a situation wherein popular attempts at confiscating the buttets of corporations to remove poverty will be thwarted by the state itself and can be challenged in our own courts.

the world has gotten a bit advanced on this and there are some multi-lateral arrangements to ensure that buttets are protected without involving the US military. In the past century, socialism-communism has fared miserably at job creation and poverty alleviation. So, countries which adhered to such ideas and confiscated wealth on account of that -will be reluctant to do so because they are not sure that having confiscated the wealth of investors, they can provide jobs to their citizenry. if they cannot provide jobs, it leads to dissent and breakdown of the state and their hold on the country.

it is mostly an army on the verge of breakdown and may not be able to provide any services worth the money. but even if it can and refuses, MNCs will find other ways to get things done. Service providers court consumers and seldom the other way round.
