The consumer of trade-able services aka engg work has a veto on whether he wants those services from India or not. If he wants the services, he can pay for it in any currency -which again buys cars, food, consumables etc.. As long as it gets the service providers employees in India all of these consumables aka real wealth -they are happy no matter which currency they get paid in. If you tell the Indian worker he is not allowed in the US labour market, that will not be taken well after your companes gain access to the Ind market. If anything, the lack of competent manpower in the US allows Indians to make fat salaries without slogging it out as they do back in India. when talented students join aunvi -they bring value to the table -just like a talented worker joining a company. The univ building in itself doesn't contain human intellect and teaching is collaborative. A clbutt full of dumb native students will go nowhere -but one with talented foreign students will achieve a lot in pushing the envelope. So, its about developing critical mbutt of ideas. They reward the investor who gets them that and penalize the ones who don't give them good deals. Politicians are like middlemen who just take bribes to provide services reqd by the ones with money to pay. Slavery is something that can come only with legislation. Corporations cannot create legislation. If rug factories hold off child labour -they pay bribes to govt officials and try to fend off investigative reporters coz there is no legislation to facilitate creating captive labour. The rule which says students will not work off campus, illegals have no right to stay and can be deported, work permit holders cannot do this and that -are all things that came with legislation. On paper, these are just badly written laws -in reality, they are badly written to create captive labour which delivers higher levels of productivity at lower costs to the employer. they can exploit based on demand-suppy (shortage of jobs) -but creating captive labour with help from legislation enables higher levels of exploitation. FYI slavery enables better exploitation but is not an alias for exploitation. the contract for employmet is with the employer. The legislation that makes life difficult is from the govt. employers have finite capacity to exploit based on labour market conditions. Legislation creating captive labour helps them beyond that finite pt. well -the rules that enable employers to attact them but prevent them from getting civic rights have been created by your govt not by employers. What is holiding back your govt from making it a felony for employers to hire them rather than make it a felony for them to follow thier jobs to the US? If youn don;'t know the answer zI will tell you it is campaign finance and the benefits that slavery brings to people higher up the value chain. there are. But the US has the largest pool of captive labour at this pt of time and the economic model is such that it wil continue to do so as has been doing for the past 300 yrs.
