Sounds like a good idea. I get a quick and easy google search would reveal those rules, and if a person considering it did not understand those rules, spending a little more time digging or money on a lawyer would be in order. No it's not. The rules are public record. If you make decisions without understanding those rules or their implications, shame on you. But it is not the government's or employer's job to hand-hold through the process.
