mostly because current market prices for launch are a lot more than would cost the govt. There is demand for such services and so they are putting the pedal on supply. It will also reduce unemployment if they can train manpower to do launch related work for commercial purposes -regardless of how much profit it earns.

as portion of disposable income -not in USD (which would again be blurred by a lack of parity i.e. the Indian counterpart needs to spend 20% US guy to buy furniture, clothes etc.) . It is more like a western economy -and less like those in the (not-so) far east, in terms of the kind of goods-services exported, or how much of disposable personal income gets stashed away vs spent on gliterring stuff or blue collar types losing money on alcoholism. Do they have alcoholism in E Asia?

it means they want S&T programmes to provide commercial services to pay for the scientists' salaries-retention rather than relying on the taxpayer's money.

its changing from socialist to free-market type -and there is no reason to be apologetic. Capitalism comes with severe disparity of income, and under-representation of the working clbutt in decisions made by the state.

maybe not first -but it has come up with its own ideas-technologies in the face of sanctions. The US govt has had ISRO and many Indian S&T organizations black-listed from buying anything even slightly dual-use and whatever progress they made -was despite that black-listing.

its an atbreastude of choice -not something enforced on you by circumstances. If you change your atbreastude -my reaction to it will also change.
