Thundercleets Yes -you need a job offer to apply for a work permit. But you don't need a work permit to look for a job. That apart, there are quite a few foreingers working in India -and you may want to ask them how they did it(buttuming you wish to relocate).

There is a lot of corruption and Im not sure if they are as answerable as should have been the case.

depends on whether suppressing the foreigners from entering the labour market can actually ensure that locals get the jobs. If MNC X has decided to invest in hiring a foreigner, there is nothing the country can do if the foreigner and employer are willing to get into an arrangement out side the country's borders. Just as US govt cannot prevent me from taking up a job in India (be it US employer or Indian one), same holds true for Ind govt legislating that employer X not hire an american.

It might be possible to get pbuttports from the black market, but the rules in India don't allow for selling residency-citizenship over the counter. I mean, citizenship is considered non-tradable in India.
