It may evolve, but... Gunner to So, In some ways -that is true. Looking at it from my perspective, if India had as good an infrastructure as the US -we could have had a lot more industries than we currently do. Different countries have different strengths & weaknesses. The bulk of the blame lies with the US govt. They want to maintain a strong dollar policy which makes exports uncompebreastive (the same thing that makes imports cheaper and puts americans out of work). It has a few benefits too -like increasing the purchasing power of gainfully employed americans. An american engineer can afford to buy a merc-lexus-.. -but his counterpart elsewhere cannot. If you like the benefits -you better accept the disadvantages that come with it. The genie (aka capital) was out of the bottle in the 50s or 60s, but govts didn't have a framework ready to invite outsourced work. If India can invite outsourced work now, its more to do with govt. allowing for such things to come in and-opr provide butturances, but businesses were never being held back by any legal provision not to outsource. And that isd probably what the WTO set out to accomplish. regards -kamal
