Hint:- the United States is the leading exporter of hi-tech products on this planet. Further, as american companies hire more workers overseas -they start purchasing more american goods -and consequently become more deserving and less parasitic in nature. Does that fix your problem?

OSHA does not add much to the overhead of doing business in India -at least in the service sector. The cost of living esp housing does make a world of difference though. There is ntohing stopping union leaders from protesting or politicians from putting tarrif barriers (which is what you seem to be aiming for). But as far as telling-compelling-arm-twisting people in other countries not to offer a good deal to employers goes -it simply CANNOT be done.
