No -americans are incapable of controlling foreign wealth. They also have v little control over international trading. Im not talking of the powerless american middle clbutt -Im talking of american politicians & the powers-that-be. While it is true that legislation can do lots of things, it is also true that legislation applies within the jurisdication of one's govt. eg;- If it was possible for GWB to confiscate Iraqi oil by way of legislation, he could probably do away with the US army and the buttociated costs. As far as wealth held by americans themselves is concerned, even that cannot be confiscated. When China was about to take control of Hong Kong, many would be chiese citizens fled the country with their capital. Likewise, if you decide on such a thing, capital will hit the exits before you realize.

Yeah -you could make life difficult for companies that wish to operate in the US and-or sell goods in the US. But that doesn't necessarily solve problems and it may actually worsen the employment situation -if you had a look at other countries that went down that path. I mean -the counter argument that an american would put when pointed out that theirs is a tradable govt. is that it is because they ahve such a tradable govt that they enjoy a better std of living.
