Email Dell customer service and request the XP Home reinstallation CD, the drivers, utilities and apps CD, and CDs for any other installed programs that she wants to keep -- Easy CD Creator, WinDVD, or whatever. Tell them that, according to Dell tech support, you must reinstall XP and you don't have the disks. From my experience with three machines in the past two years -- one as recently as Dec. -- they'll send them out for next day delivery. Hope your experience is the same as mine.
BTW, hope you don't mind my being so bold, but are you convinced that she needs to reinstall XP? Seems like that's a common tech support response for all sorts of problems, some of which could undoubtedly be fixed with less drastic measures.
Can she get on the internet? If so, I can recommend a free web-based remote administration program (not MS) that you could use to login to her computer and do your own diagnosis. I've set it up on several friend's computers and it works well.
