USB on Inspiron 600m not working drivers won't install

The other night I started having USB trouble. It started when I booted up my Inspiron and it took a really long time to boot (stuck on Windows XP screen with the scrolling blue bar at bottom for about 10 minutes). When it finally loaded Windows my USB mouse would not work. I figured the mouse was busted so I got another and it still doesn't work.

I went under device manager and my USB controllers all had yellow exclamation points next to them (Universal Serial Bus (USB) Controller)) - three of them. First I tried to download the latest drivers and reinstall. No dice. Next I uninstalled the hardware and rebooted. XP found the hardware and tried to install drivers, but it came back with an error:

"There was a problem installing this hardware: Universal Serial Bus (USB) Controller). An error occurred during the installation of the device. The I-O operation has been aborted because of either a thread exit or an application request."

Dell thought it might be a motherboard issue so they came out and replaced it. Still does not work. I did the trick about removing the power and holding the power button for 10 seconds and then rebooting, but that did not seem to help.

Now I'm stumped. Any ideas how to fix? I think this problem is slowing my boot-up and makes my mouse not usable. Seems to be some kind of IRQ conflict maybe? The only software I have installed somewhat recently was the Blackberry Desktop Manager some time back, but I have since removed that (and all its parts per instructions on the web).
