Should have been the first tip, there was no mention on the pages about an OS CD being included in the box. (THEY ARE AVAILABLE THOUGH).
a couple years ago maybe, but not htese days. Not including the OS CD is common by many manufactures. Not saying I agree with the practice, but it is common.
When you are selling millions of units per year these 'pennies" and 50 cents add up quite quickly. Were this unique to dDell I could see your complaint, but nothing any other manufacture isn't doing and most before Dell started to follow suit.

No they won't, they have contracts with the shippers and get a reduced rate. Even if they didn't it would cost much less.

Seems it would be much easier to call up and say, hey! think you could send me an OS CD for the system I just bought.? That's what I have done on the two I just purchaased and while they wanted at first to charge me $10 for them, a little bickering with the guy and I got them free.
