It's actually some of both. Obviously maximizing profits is the bigger consideration but giving home users a simplified version of XP isn't a bad thing either.

Most home users are average Joe's... they know enough about computers to be dangerous and most of them are basically "beginners."

XP-Pro comes with a lot of stuff they don't need and things that would basically get your average Joe in trouble if he tried to use them at home. Not that Joe is retarded or anything but why give him ammo to shoot himself with.

XP Home doesn't have "off-line files" for instance. I don't know what would happen if Joe saw this and tried turning this on but it probably wouldn't be pretty.

XP home also lacks support for dual processors (dual cores are supported) but this is probably the only thing it's missing that I think Joe should get.

But the other features missing from XP-Home are things like Domain Support, Roaming Profiles, Centralized Administration, etc. It's not hard to make a case that 'average' computer users struggle enough with a computer and giving them these options (that don't even do anything in a home environment) isn't making computing any easier for them.
