Do I have to write a Torrent client just to cap uploads properly
You know that you need local phone service, .32 mbps up is pretty good but 40 + 35 USD per month is outrageous. The cable connection that I'm using now ( via WiFi ) has never been more than .23 mbps up ( 1 - 2.6 mbps down ). I'd be using Torrents but Shareaza was failing to cap them, allowing .23 mbps uploads... Do I have to write a Torrent client just to cap uploads properly ? I read through all the help pages and tried all the settings.
