Do I have to write a Torrent client just to cap uploads properly

You know that you need local phone service,
.32 mbps up is pretty good but 40 + 35 USD per month is outrageous. The cable connection that I'm using now ( via WiFi ) has never been more than .23 mbps up ( 1 - 2.6 mbps down ).

But then again, I'm not so sure I need all that speed, free dial-up ( NoCharge.COM ) might be good enough ( if I was unable to secure a wireless LAN for some reason ).

By the way, Shareaza has been uploading about .1 mbps lately, even though I set a cap of .064 mbps... and nothing's coming down.
Oh wait... now I'm getting .1 mbps down and .064 up ( with 350 sources ), but that was after well over two hours of only uploads... Very strange.
I'd be using Torrents but Shareaza was failing to cap them, allowing .23 mbps uploads...
Do I have to write a Torrent client just to cap uploads properly ? I read through all the help pages and tried all the settings.
