You keep missing that point, no matter how bluntly it is placed in front of you, which leads me to believe you are intentionally attempting to confuse the issue.
Unless you have purchased a NON-FREE version (commercial packaged) that normally contains drivers, programs and other works NOT COVERED by the GPL or other free license, then you will end up bumping into a 'license agreement' because those companies are doing what their legal dept told them was necessary in order to get permission from companies A, B, C, etc in order to place on a 'paid edition' release.
When installing a downloaded edition, you shouldn't have to agree to any license agreement, EULA's are a trap of the CSS industry, that thinks you RENT the software you BOUGHT.
We don't LICENSE our software DooFuS, we OWN it, just like the hardware we OWN, we just choose to run an OS that allows us to do what WE want, and not what Microsoft will ALLOW.
