It's far safer than you are making out. Can it be dangerous? sure, just like snorting coke, or filling your gastank. But it isn't rocket science, and like I said, you don't have to know how to do it, any more than you have to know how to refine sugar from the coca leaf, to buy it on the street corner. The free market takes care of that part, whether you pbutt a law against it or not.
